These general policies are within the framework of the Twenty-Year Strategic Plan, and are focused on promoting justice and progress. The general policies of the Fifth Development Plan include 45 articles and are divided into cultural, scientific, technological, social, economic, political, defense, and security plans.
The following is the Supreme Leader's letter to President Mahmoud Ahmadinejad, which was also sent to the Majlis speaker, the head of the judiciary, and the head of the Expediency Council.

Dear President Ahmadinejad,
The upcoming second phase of the Twenty-Year Strategic Plan, the announcement of a number of fundamental policies including Article 44 of the Constitution, and the occurrence of certain global developments necessitate the passing of appropriate laws for the fifth Five-Year Development Plan. These laws should be in line with the principles of the Twenty-Year Strategic Plan.
I hereby announce the general policies of the Fifth Development Plan which form the basis of all future laws for the Fifth Development Plan.
It is expected that the policies of the Fifth Development Plan, which are focused on promoting justice and progress, are taken into consideration in both legislative and administrative sectors. Undoubtedly, due attention on your part as well as on the part of the cabinet, the Majlis, and other government organizations can play a fundamental role in this regard.
I expect the three branches of the government to take appropriate measures during the next five years to develop an Islamic and Iranian model of progress which is focused on promoting progress on the basis of justice, building a society based on Islamic and revolutionary values, and following the principles of social and economic justice.
Serious cooperation on the part of the intellectuals of universities and Islamic seminaries plays a fundamental role in defining justice and its prerequisites.
I deem it necessary to sincerely thank the honorable members of the Expediency Council, the cabinet members, and all experts who played an important role in presenting proposals for formulating the general policies of the Fifth Development Plan.
A copy of these general policies will be sent to the Islamic Consultative Assembly as well as the Expediency Council.
