Ayatollah Imam Khamenei said that the turnout in the first round of elections was lower than expected and contrary to predictions. He stated, "This issue has reasons that political experts and sociologists are investigating. Some people think that anyone who didn't vote in the first round is against the system, but this is completely wrong." He said, "Some individuals may not like certain officials or even the Islamic system, and they freely express these views. However, the mindset that anyone who didn't vote is connected to these individuals or shares this way of thinking is completely wrong and mistaken."
Ayatollah Khamenei added, "Many people may have had problems and difficulties, or for other reasons did not participate in the voting. Hopefully, public participation at the ballot boxes in the second round, will be enthusiastic and contribute to the honour of the system."
The Leader of the Revolution described public participation as the support and source of pride for the system. He emphasised that the more robust, explicit, and manifest the participation, the greater the system's capability to achieve its domestic goals and pursue its strategic objectives. He identified this as a significant opportunity. He expressed the hope that God will grant the people the success to make the best choice so that the elected individual can achieve the goals of the system and the nation.
At the beginning of the meeting, the Leader of the Revolution said that the transformative plans of the Shahid Motahhari School of Higher Education were necessary and correct. He said, "Plans must evolve while preserving principles and foundations and adjusting to the needs of the time, because seminaries truly need new movements."
He emphasised discipline and managerial supervision over activities, saying, "The Shahid Motahhari School of Higher Education can become the epitome of the Tehran seminary. As a seminary and university environment, it should nurture individuals who, alongside knowledge, possess piety and practice self-purification.
